What Am I? Round Two

Last week's What Am I? puzzle pulled something of a Colin McGregor, because I didn't think it would go nearly the distance it has so far.  Time for someone to beat this out of the park.  Here is a slightly larger (and less cropped) version of the photo.

    The only thing that comes to mind is the banding on a Cord 812 hood but the photo makes the material look like a cheap rub strip.
