What Am I? Hubcapped

Welcome to another edition of the What Am I? puzzle, the only game on the internet where the action keeps going after somebody solves it.  Today's picture comes from Jessica who asks our help in identifying this piece of metal.


I have a guess, but I'm going to keep my mouth shut and let you guys figure this one out.  Comments below.
